Summary of case: Mr Veitch is a dentist with three surgeries covering a large area comprising 60,000 residents. He has already lost three trained men to military service whom he is unable to replace. If he loses William Roy, he will be unable to continue running his dental practice. Mr Veitch claims that William Roy was discharged from the army in 1916 as ‘medically unfit’ and so should not be called-up. Application dismissed at local tribunal. North Riding appeal tribunal decision: appeal allowed. Exemption to 1 Jan 1917. On 2 Feb 1917 Mr Veith and Mr Roy appeal to the local tribunal again (case number 4634) The appeal is referred to the North Riding Appeal tribunal and the application is refused. They ask for leave to appeal to the Central tribunal. The covering letter from the Clerk of the North Riding Appeal tribunal states “Leave is only given when some question of principle is involved.” Although there is a Central tribunal case number, at the bottom of the form the Chair of the North Riding appeal tribunal has stated “Leave refused.”
At the end of this period, both Mr Veitch and William Roy re-apply for exemption, both are denied. Mr Veitch requests hearing at Central Tribunal but the request is denied. (see also NRCC/CL 9/2/32)
