The local tribunal had previously granted exemption to 25 January 1919 on the grounds that this man was doing important work as a labourer at Great Ayton Ironstone mines, and that application was being made for a protection certificate for him. The period of three months exemption was granted to allow time for such application to be put through. It was understood that the man was until recently classified in grade 3.
