Summary of case: ‘I contend that it is not in the national interest that this man should be retained in civil life as a newsagent and stationer and consider that he would be more usefully employed in military service.’ The local tribunal had previously granted a three-month exemption to 6 Feb 1919 on the grounds that Cook would suffer serious hardship ‘as he is fully employed in his present occupation which in addition to that of a newsagent and stationer includes a sub-post office. He is also the assistant overseer for the Parish of Kilton and having regard to his age – 43 – and the fact that he is now attached to the anti-aircraft battery at Brotton, the tribunal were of opinion that in view of the present state of affairs the man was doing very useful work at home.’
