Summary of case: [Includes case papers for NRCC/CL 9/1/5661 and NRCC/CL 9/1/4882] In April 1918, the North Riding Appeal Tribunal stated that Jefferson’s exemption certificate would not be renewed after 1 August 1918 following the appeal of the military representative, Graham Craig [case NRCC/CL 9/1/4882]. The local tribunal had originally granted an exemption and state in their reasons for this: ‘This man is one of four left out of nine employees. There is another eligible man in the firm’s employ. But for personal reasons he has been exempted. A man Smithson has recently been discharged under circumstances properly demanding his discharge. The Tribunal so not think it possible for the firm to re-engage Smithson. A man named Hunt, a Conscientious Objector, was sent to the firm and his services declined. The tribunal have some sympathy with the firm in regard to Hunt. Women substitutes, it was stated could not do the work. The Tribunal do not agree and think the firm should try and had the case rested entirely on the firm’s facts. Temporary exemption only would have been granted but the personal facts have important bearing. The man is a distributor of food, just within military age, the father of five children and though it cannot be said that with the separation allowance the children would suffer, still there are other men who should join up before those five children should be required to lose the control of their father. The man has bought his house and has certain payments to make. This in itself would not be sufficient to permit exemption but all the circumstances together are sufficient.’ On 15 July 1918 Mr Gardener, manager of the business in which Wilkinson is employed, appeals for an exemption and this is granted on 23 August 1918 [case NRCC/CL 9/1/5661] On 2 October Jefferson appeals as he has had his calling up papers. The Clerk of the North Riding Appeal Tribunal then writes to the National Service representative stating that Jefferson’s case is ongoing and therefore he cannot be called up.
