Summary of case: [References to Thomas Lodge NRCC/CL 9/1/179 and Simon Dinsdale Lodge NRCC/CL 9/1/180] Thomas Lodge has applied for a Certificate under Section 9 (2) of the Representation of the People’s Act 1918, which would show that Lodge had carried out work of national importance during the war and that he now eligible for a certificate which would allow him to register to vote. There is reference to Thomas and Simon Dinsdale Lodge moved from Hawes to Essex and then from there, to work at Gatebeck Gunpowder Works, near Kendal. On 26 September 1918 The Friend’s Ambulance Unit wrote saying that Thomas Lodge ‘has performed his work to the satisfaction of the Committee of the Friend’s Ambulance Unit.’ However, later letters between the Central Tribunal and the North Riding Appeal Committee show that the Appeal Tribunal thought it would be better for the Friend’s Ambulance Unit to issue the certificate as they had first-hand knowledge of the work of Thomas Lodge. The Central Tribunal reply to this was that, ‘under the terms of the Representation of the People’s Act, the Friend’s Ambulance Unit is not an appropriate body to issue a certificate’ and therefore the Central Tribunal cannot accept a certificate issued by the Friend’s Ambulance Unit. The Central Tribunal suggest that the North Riding Appeal Tribunal make enquiries of the Friend’s Ambulance Unit to gather evidence to issue a certificate. They did this, however there is then a disagreement over the wording of the certificate. A letter of 31 December 1918 states that the Central Tribunal did not grant a certificate ‘in view of the evidence of the Friend’s Ambulance Unit.’
