He states that ‘Mr Turner, cab proprietor of Grangetown is appealing to the county tribunal for the ’services of his man, William Hodge.’ Turner supplies two horses and drivers for the fire engine to Eston Urban District Council, Hodge is the only man Turner has left and if Hodge is called up the firm cannot fulfil their obligations to the council.
