Summary of Case: ’Owing to the unfavourable weather during the present month I have been unable to prepare my land for sowing and if this man is taken now I shall be severely handicapped. Moreover a large number of poor people are supplied by one with coal by a 1cwt bag at a time, and they would severely feel the inconvenience if they were devoid of obtaining a supply of fuel in small lots especially if the spring remains cold.’
