Summary of case: In his appeal to the York City tribunal BrownÂ’s employer requested a renewal of his exemption certificate. Stating that Brown was indispensable, being one of only two draymen. Since the Board of Control had ordered that beer should be 'lighter', ie weaker, more was being brewed and sent out (a 60% increase over the previous year) so both men were essential. The local tribunal had given a temporary exemption, with the condition that Brown joined the local Volunteers. During the interval between the two appeals, a discharged soldier should be obtained to train as drayman.
