Summary of Case: Military representative disagreed with the decision of the local tribunal. Coward is a printer/machine hand and his employers have lost two others to the forces. Their other men are compositors who would not be able to do the skilled work involved. The local tribunal thought a “fairly long period of exemption was necessary having regard to the difficulty claimant would have in finding a substitute for this class of labour, but they intimated that a renewal of the certificate would not be granted.”.
