Summary of case: Storm had been given a temporary exemption to 30 Sep 1918 and the national service representative had appealed against this. Storm had said he had a wife and two children and looked after and aged mother in law, aged 84. He has a one man business as a grocer and wine merchant with a licence to sell tobacco, patent medicine and methylated spirit. He said he was the only person in Robin Hood's Bay licensed to sell methylated spirits but there is a note added to his application: ‘except one’. Storm was also a Special Constable and member of the Rocket Life Saving Brigade, having taken the place of a man who was called up. If called up he would lose his business. The national service representative contended there were already two grocers in Robin Hood's Bay and a third was not needed. He also said that, if the calling up was postponed, there was ‘great danger of a fresh appeal and the practical loss to the service of a physically efficient man.’
