Summary of case: Cowton is a married man, his wife is expecting and is unable to help on the farm. His father is often ill and bed-bound so unable to manage the farm. If George leaves, the farm will be given up and the family livelihood lost. The local tribunal granted exemption to 1 January 1919. The national service representative appeals on the grounds that George is a fit young man and needed in the army. Also the War Agricultural Committee has not issued Cowton with a voucher.
