Upon receiving his joining up papers in July 1918 Henry wrote to the North Riding Appeal Tribunal stating that he had the right to appeal the decision and felt that there had been some misunderstanding. The Clerk of the Appeal Tribunal replied that 'under the new Regulations an application for renewal of a Certificate of Exemption can only be made if leave is first obtained from the Tribunal'. The North Riding Appeal Tribunal had considered his application and decided to refuse leave to apply for renewal of his certificate of exemption and was not prepared to re-consider their decision.
