Summary of case: Walter Kellet is the Head Schoolmaster of an Industrial School of 100 boys and is indispensable to its running. The local tribunal decided that Walter should continue in his civil employment stating their reasons as the depletion of the staff of male teachers in the borough and the national importance of education. Therefore the retention of this man in his present occupation is justified and certificate of conditional exemption should continue. The national service representative appealed this decision stating that ‘his retention in civil employment is contrary to the instruction issued by the Ministry of National Service.’.
