Summary of case: On 16 Oct 1916 the local tribunal gave him an exemption on condition he work in munitions, which he completed faithfully. A further local tribunal decision on 14 June 1918 withdrew his certificate and stated the man could not be called up before 10 July 1918. Owens appealed this decision: he is a tenant responsible for two licensed houses in Middlesbrough. He does all the heavy lifting and dilutes the spirits. The houses are in rough localities and in Owens opinion ‘difficult to manage.’ His wife has poor health and he has five dependent children. Supporting evidence:
