In their reasons for this decision they state The whole of the Watchmakers and jewellers were considered together with a report from the trade Committee which has been considering the man-power in this trade. The man is a practical man at the work and in business on his own account. He is principally engaged upon repair work and according to the trade report; this work is very greatly in arrears in the City. The Trade Committee reported that no further man could be spared from the trade, and the [local] tribunal in withdrawing the conditional exemption, granted a short period of temporary exemption, on the expiration of which, the position will again be considered.
