Summary of case: R Richardson, his employer, wrote in the appeal to the local tribunal that Kellam is the only man left for the work of making and repairing clocks in the area. The local tribunal granted temporary exemption to 1 September 1918 with leave to make a further appeal as hardship would ensue if the man were called up for military service. The national service representative appealed the decision of the local tribunal stating that ‘it is not in the national interest that the man who has been passed fit for general service should any longer remain in civil employment as a clock parts maker and repairer.’
