Summary of case: Kemp is a businessman and has invested most of his time over the last 6 ½ years into it. The only alternative for him to carry on the business if he was away was for two boys aged 16 and 14. His wife is also unwell, and unfit to take care of the children while he is away, the three children are aged 12, 10, and 8. He had previously applied for exemption, and granted a temporarily exemption to 31 march 1918
