Engineers & Firemen in February 1917 to the effect that the men who volunteered for railway service abroad should be released before men who did not volunteer and that the appellant did not so volunteer and there are still men at Scarborough who did volunteer and who have not been released and that under the circumstances the appellant cannot legally be released and his certificate of exemption ought therefore to be restored.’
