Summary of case: The local tribunal had decided that the application be refused but that Higgins should not be called up until 4 Feb 1917 [This should be 1918. There is an error in date as the case was heard on 12 Dec 1917]. The local tribunal thought this would give the Whitby Union enough time to find a substitute. The Guardians of the Whitby Union appealed for a further exemption in February 1918 stating: ‘That it is in the national interests that the man should remain in his present occupation.’
