Summary of case: Welford was classified as unfit for any form of military service in 1916 and this was confirmed by subsequent examinations until November 1917 when he was passed Grade 2 after a cursory examination. The local tribunal was of the opinion that he was unfit but that the work he was able to do was of national importance and granted him further exemption. The national service representative appealed against this decision stating: ‘That being passed by the Civilian Medical Board Grade 2 it is no longer in the national interest that this man should remain in his present occupation but should be engaged in military service.’
