Original application to the local tribunal was effused on the grounds that a business [moneylending] that can be done in part by a boy of 19 years is one that can be carried on by mother alone or with the help of a substitute
.Though not affecting their decision tribunal of opinion that it is improper that any person in His Majestys uniform and pay should act for a moneylender in the collection of debts. Cuthbert is a member of the Home Service Territorials.
