Summary of case: Willoughby said the building firm had lost ten men to the army and never appealed for any of them. The remaining ten were aged 60 to 70, apart from one and could not be asked to do certain jobs because of their age. These jobs still had to be done, especially on farms and estates which he felt was of national importance. The firm was one of the oldest established businesses the district.
