Summary of case: Previous appeal decided 24 Mar 1917, allowed exemption to 31 Oct 1917. This application was made on 19 Oct 1917, but not decided until the following January. Brown is the son of the head bailiff on the Wemmergill Estate of 32,000 acres (50 sq miles). His father is about 72 and in poor health, so unable to get about to do the work. Brown is supervising work of national importance in supplying timber for pit-props and for this and other work the local estate men are not suitable, since it requires a man of some education. Brown returned from Australia shortly before the war to help his father; one brother is in the forces and another has been medically rejected.
