His work requires a considerable knowledge of the practice of the Criminal Courts and is especially important at the present time, owing to the great mass of Statutes, Regulations and Orders passed and made in connection with the War. Only a person of experience can properly perform the duties required of him and it is impossible to replace him at the present time. It is in the national interest that sufficient staff should be allowed for the administration of Justice. He also does office work and the staff there is depleted through the War. Mr Goodall was called up to join the forces on 6 August 1917 but owing to the illness of the Magistrates Clerk, leave was granted by the Army Council to make a further application for exemption, and temporary exemption to 1 January 1918 was granted.
