Summary of case: Since March 1916 Metcalfe had a series of conditional exemptions, the latest to 1 Sep 1917. He was appealing for another on hardship grounds. His previous staff had been called up and he was now left with two aged men of 59 and 63 who would be thrown out of work if his business closed. He would be ruined. He also had a wife, two young children and a delicate aunt dependent on him. He had heart trouble and had been rejected twice for service in the Boer War. The Tribunal agreed to extend his exemption.
