The local tribunal in their reasons for giving conditional exemption state that ‘Mr Spavin, the employers, is a dealer and repairer of agricultural implements etc. and a seedsman dealer in cake and foodstuffs …….It is important in the national interests that his business should be carried on especially in view of the shortage of labour and the more recourse to machinery.’
