Summary of case: Frank was granted exemption to 20 Sept 1917 by local tribunal. The military representative has appealed this decision on the grounds that Frank is not vital to the survival of S Border & Co, grocery business. Border & Co argue that they have lost 25 men to the military and have only 3 remaining. They have employed female labour as much as possible, but this is proving difficult as munitions work is favoured. Frank has a position of authority and handles orders for large institutions in the City of York; he also undertakes heavy work. Without him, S Border & Co would not be able to continue with their business.
