Summary of case: Military representative applied for revision of Ernest Hill's certificate of exemption on the grounds that it is no longer necessary for Hill to be engaged in a civil occupation. Application refused by local tribunal, certificate of conditional exemption stands. Saunders appeals on the grounds that Hill is engaged in an uncertified occupation, he is classed 'A' and has previously applied for munitions work, therefore demonstrating that he can be spared. The tribunal argues that Hill's work is highly skilled and he is the only such skilled man in a very wide area. If he should go, his business would close and there would be no one available to repair any clocks or watches in the district. In addition, Hill's invalid father is entirely dependent on him and if the business were to close, his father would suffer serious hardship.
