Summary of case: A.E. Saunders, Military Representative, applied for a revision of George Leek's certificate of exemption on the grounds that it was no longer necessary for him to continue in civil employment; this revision was granted and Leek's certificate of exemption was revised to 1 Sept 1917, with no leave for further application. Richard Jennings, (clerk to the council and the local tribunal) appealed against this decision because Leek's original certificate had been issued due to him being in a Certified Occupation; this has not changed and was not challenged by the Military Representative, therefore the local tribunal had been misdirected and reached an incorrect decision. The appeal was dismissed. Jennings proceeded to challenge the decision with the Local Government Board in London, arguing that, being in a Certified Occupation, Leek was still entitled to his full certificate of exemption and the case should be reheard based on the truth of the matter, rather than misdirection. Last letter dated 6 Sept 1917, final decision of Local Government Board unknown.
