He was given conditional exemption so long as he remained in his present employment and joined the Volunteer Training Corps. Appeal to local tribunal signed by William Swarbeck, clerk, on 28 June 1917, to review certificate and to show cause why the condition had not been obeyed, this referred to putting in his drills in the Volunteer Training Corps. The certificate was withdrawn and he was ordered to report on 1 October 1917. Campbell appealed on 6 July 1917 stating his workload did not allow him to attend all the drills but that he would join again after harvest.
