Summary of case: Two letters from Central Tribunal stating that representation in writing may be made to them within five days of the date of the letter; 10 Aug 1917. ‘The [North Riding] Appeal Tribunal state: This man is 33 years of age: his medical classification is B.1: he is employed by his father as a Builder’s Manager. The local tribunal granted a certificate of exemption on the grounds of serious hardship. On the 18 May 1917, the military applied to review the certificate; the local tribunal declined to vary the certificate, but altered the ground of their decision from Serious Hardship to national interest. The military appealed, and the appeal was allowed and the certificate withdrawn. The facts appear fully from the papers. The [North Riding] Appeal tribunal were of opinion that it was a case of hardship to the employer, which is not a ground of exemption, and that the employer could manage his estate himself and look after this business and release his son for service, as there is very little doing in the building trade now, but as this would mean his giving up his public work, so he says, they have referred the case to the Central Tribunal to decide whether the father’s public work is of sufficient national importance to justify his son’s exemption.’
