He had been given temporary exemption three times by the local tribunal, the last on the grounds that a substitute be obtained. The military representative appealed to the local tribunal that the substitution was not progressing; the local tribunal dismissed his appeal. They stated that it was in the national interest that he remain until the military find a substitute... He was passed for general service. The military representative then appealed to the North Riding Appeal Tribunal on the same grounds, adding that the farmer had other sons who he could bring home if necessary.
