Summary of case: 18 May 1917 military representative appealed to the local tribunal on the grounds that having been passed for general service and there is ample labour to carry on his business it would appear Tennant could better serve by doing national service in the army. The decision was that his conditional certificate of exemption in force be withdrawn and he was granted temporary exemption to 1 November 1917. The military representative appealed to the North Riding Appeal Tribunal against the exemption on the grounds that no vital interest of national importance is involved, nor even business hardship as there appears to be ample labour. The local tribunal did not feel justified in withdrawing the certificate taking into account the man's age and business responsibilities but altered the exemption to temporary to 1 November 1917. TennantÂ’s grounds for appeal in a letter state that it would be necessary to close down the business, established for 16 years, he had lost staff to the war and had only untrained or illiterate staff left to run the business. Tennant asked for leave to appeal to the Central Tribunal on 23 June 1917 and submitted forms; however he was refused leave to appeal. The case papers include a letter of 13 September 1917 in which Tennant asks leave to appeal again in view of the new regulations with Food Supply and data required by the Food Controller.
