Summary of case: The initial application to the local tribunal was by Mrs Charlotte Wells, proprietor of the Gem Picture Palace who stated that she was a widow, the business was her only means of support and she must have a manage. Wilkinson is married and engaged on munitions work in the day time. The local tribunal gave him temporary exemption, twice, conditional on his being and remaining engaged on munitions work to be found by the military authorities. The local tribunal dismissed the tribunal dismissed the military representative's appeal for a review on 14 September 1916. The military representative maintained that Wilkinson’s medical fitness and the urgent need for men for the Army as well as his unskilled work in the munitions meant that it was not in the national interest that he remain in his present occupation.
