Summary of case: In April 1917 Proctor was granted a further six months exemption by the local tribunal as he was physically unfit having been rejected by the local volunteers. The military representatives' appeal argued that exemption should only be granted by a medical board. In allowing this appeal he was not to be called up before 1 July and they recommended that he be sent to the Army's bicycle mechanics department. A subsequent letter from Joseph Proctor to the County Tribunal says that he had spoken to the recruiting officer in Middlesbrough who told him there is no such thing as a 'bicycle mechanics department'. In the meantime he has been offered a permanent position in the local munitions works. A reply from the Appeal Tribunal says that they are not prepared to vary their position.
