Summary of case: Turner was entirely responsible for the support of his invalid widowed mother, and his sister. He claimed to be vital to his business which supplied the needs of the military as well as other customers. He was acting as motor cyclist orderly to the St John Ambulance Association, and had offered himself as dispatch rider in case of naval landing, having uniform, permits and machine ready for the call. On 1 Aug 1916 the York city tribunal granted conditional exemption whilst in present occupation. Certificate withdrawn and varied to 20th July 1917 Military representative appealed as he was under 31 and passed 'A', citing circular R114.
