Summary of case: Manners had a one-man business as grocer and provision merchant, which he claimed was a trade carried on for the general good of the community, and so asked for absolute exemption. This was granted by York City tribunal on 22 Feb 1916, but on 24 April 1917 the certificate was withdrawn and varied to 20 July 1917, with the intention that his wife should learn the business. The military representative appealed against this decision: ‘As this man is under 31 years of age and passed B1 he should be called up notwithstanding business hardship. Circular R114 applies to this case.’
