Summary of Case: There are two appeals to the local tribunal, one from Waters and one from his employer. These appeals were submitted on the same date: 13 Apr 1917. The local tribunal granted conditional exemption on the grounds that Waters was the sole support of his widowed mother who was confined to bed. £3 a week was going into his home, which used all his pay. This paid for assistance in the house. Her other son had been wounded in action. The military representative appealed against this decision. Waters was to go before a special medical board which resulted in the military representative’s appeal being withdrawn
