Summary of Case: Hunter appealed to the local tribunal stating that Gibson is indispensable as the country needs food. The local tribunal granted Gibson temporary exemption until 1 May 1917. The military representative appealed against this and the local tribunal agreed that it was no longer in the national interest that Gibson remained in civil employment, and his call up date is stated as 21 May 1917. However, Gibson’s employer then appealed against this decision to the North Riding Appeal Tribunal. This appeal was dismissed. On 22 May 1917 Mr Thornley, clerk to the North Riding Appeal Tribunal, states in a letter to Mr Spence of Scarborough, who is acting on behalf of Gibson, ’Unless you can obtain the consent of the Army Council for the case to be re-heard, the man must obey the calling up notice.’
