Summary of case: John was granted conditional exemption on 7 Jul 1916 if he continued in his current occupation. John Kirk, Military Representative, asked the tribunal to review the certificate. A letter from the President of the Board of Agriculture highlighting the need to keep as many hay cutters and pressers as possible is attached. They had all been taken for the Army and the Forage Committee have experienced great difficulty in obtaining the men they require. The appeal states that the business had lost 7 of their 16 hay cutters and it takes years to train a new one. The local tribunal's comments are that John does not appear to be regularly at work, is A.1. and would be better in the army.
