He received a temporary exemption from the local tribunal to 1 May 1917. John L Kirk, military representative, is appealing against this. The case is under Army Council Instruction 366 a. This instruction came from the General Officer Commanding the Northern Command and required military representatives attached to local tribunals to review all certificates of men under 31 and appeal unless the certificates were withdrawn. A letter from the Clerk of the county appeal tribunal to John Kirk protests against this. He adds that he has heard that definite instructions have been given to discontinue the practice. John Kirk replies that he wishes all the appeals to stand.
