Summary of case: The applicants are estate and general auctioneers, valuers and agents. Samuel is a certified bailiff and managing clerk at the auctioneers as well as Assistant Sheriff officer. He is needed because of his knowledge and experience in all these roles which carry considerable responsibility. The business has released two of their four regular staff and one of the remaining two is over 66, leaving Samuel the only able-bodied man. However he has no useful vision in one eye.
