Summary of case: Henry was manager of the Harrogate branch of a pawnbroking business. The application was at York because that was the main office, and supporting evidence states that had he applied in Harrogate he would have received exemption. They also sell clothing and other things. 80% of the business's employees have been released including one of the two managers, and they've found it impossible to find someone to cover both aspects of Henry's work. The firm have undertaken to re-employ all employees after the war but can only do that if they are able to continue in business. Henry is a member of the Volunteer Training Corps and the pawnbroker's is the only one in Harrogate. [See also NRCC/CL 9/1/2183]
