He joined the Volunteer Training Corps and has continued to give freely of his services in that direction. He purchased his employers business and is now committed to the extent of the whole of his capital including borrowed money. He has no private means and if the maximum is granted under the Civil Liabilities Scheme it would be totally inadequate to meet his financial liabilities. His business is entirely conducted by himself and cannot be done by a woman. The Local Tribunal states that in their opinion his wife could do much in the way of carrying on the shop with the assistance which the Local Traders Association are arranging in respect of buying etc. and no doubt the difficulty of finding someone to measure gentlemen customers could be overcome.
