Summary of case: Military representative states Laybourne has already had two exemptions applied for by Messrs Rowntree, grocers. He feels this work is not of national interest and the employers have had a year to find a replacement and Laybourne, though only B1 fit, would be of more use than serving in a shop. The local tribunal states that Laybourne helps “keep things going” so helps roast the coffee, and a warehouseman is a certified occupation. Though this is a small part of his work Rowntree's have tried to find a substitute. They state that their staff has been diminished through their employees being called up.
