Summary of case: I appeal against the conditional exemption granted this man by the Scarborough Town Tribunal. From careful enquiries I have made, I am satisfied that this case is one of more than usual hardship, the man being responsible for a young family of brothers and sisters, the mother and father being dead. On the other hand I am faced with the fact that this man is under 31 and fit for general service.
