Summary of case: Headmaster of the Richmond National School which has 270 children in the School. ‘The managers consider it absolutely essential that Mr Hornby’s services be retained.’ The local tribunal had previously granted a Certificate of Absolute Exemption on the 3 March 1916. This certificate was reviewed under instructions in respect of men under 31 years of age by the local tribunal. It was now considered that due to the urgent need for men than he should join up and that the Local Education Authority should provide a substitute.
