Summary of case: Hopper is the oldest of four children. His mother is a widow and goes out to work to provide for her family. In her absence, he looks after the younger children. There are concerns about the increasingly poor behaviour of HopperÂ’s younger brother, without Hopper, this would deteriorate. Also if Hopper were called up, his mother would not be able to go out to work and therefore be unable to support the family.
