Summary of case: Appeal against the use of the word 'Final' on the previous certificate of conditional exemption. Barney's parents are non-naturalised Russians, but Barney and his siblings were all born in Britain. Barney's older brother Phillip joined the army but had a serious accident and is now incapable of working. There is another brother in the City Asylum as a 'pauper lunatic', for which Abraham has to make a financial contribution. Barney has now been trained as a Presser and works with the sole remaining brother, Isaac, to keep the business running. Abraham is unable to work due to poor health.
