Summary of case: Prior to March 1917 Foster worked at Head-Wrightson on government work for 50 hours a week and continued to run his hairdressing business for 30 hours a week at night time and weekends. By March 1917 was employed as a plater’s helper at Richardson Duck & Co Ltd on work of National Importance. His wife has poor health, and they have to employ a girl to run the house and care for the two young children. Foster has heart problems and a rupture which would prevent him from marching. The Local Tribunal has granted temporary exemptions on several occasions, and the business could be carried on by his wife. North Riding Tribunal allowed the exemption if he did work of national importance in the neighbourhood approved by the Substitution Officer.
